hes only lvl 8 and has max str max agility like 5 to con and 4 to intelligence and 5 to dexterity i am not sure whether this is leagle or even possible without hacking somehow if there is a command for it plz let me know bcuz i would so like to use it -D but anyway if it is a hack get rid of him

Hard to explian, but I'll give it a shot.
1) For starters - It isn't a hack.
2) During the XP transfer people lost levels due to multiplier change and a couple of other bugs. One being some people who had a level 10 on one server and 28 on anotehr got stuck with the level 10. What has been explained to me is that because someone could of been a higher level before, and then get reduced could allow them to keep resists and or attribute points, but set down their skills.

that is true - everything will be fixed on the next xp reset - till then no one has 0 anymore - everyone that did got put back to normal. anyone who modified it is stuck till the complain (if) - till next server reset will fix it.
