Hy i have a question
can somone please tell me how do i set to give all new players lvl 10 wen they join the server.I tried the UW_start_xp but it doesent work i am using version 1.6.2

those things do not work until 1.6.5 which is in beta. 1.6.3 and below are unsupported, and are only here for archival and downloads for people who want to use vault.
